Rural Urbanization Loan

Overview
The Rural Urbanization Loan refers to the loan for construction and development of various infrastructures, which is extended by ABC to customers within a county scope for improving the county-level production & living conditions and economic bearing function.
The basic loan variety of Rural Urbanization Loan is project loan, which is classified into loan for general rural urbanization projects and loan for rural urbanization projects with advance payment by source of repayment.
The loan for general rural urbanization projects means the financing provided with the legal entity of new construction projects or existing legal entity as the loan-bearing principal, and the intrinsic cash flow of projects or the comprehensive income of existing legal entity as the source of repayment.
The loan for rural urbanization projects with advance payment means the financing provided with financial allocation fund after project completion as partial or whole source of repayment since the intrinsic income of projects or the comprehensive income of existing legal entity cannot repay the full amount. 

Features
The Rural Urbanization Loan can meet customers' financing demand when they are in shortage of fund for fixed asset investment projects, such as municipal infrastructure construction, urban public utilities construction, county-level park construction, county-level circulation market construction, tourism infrastructure construction, rural infrastructure construction, and county- level land consolidation. 

Procedures
1. Customers submit the written application.
2. Besides basic production operations and financial materials, customers shall also provide the following materials:
• Approval document of eligible government department for authorizing or entrusting customers to deal with the urbanization project construction within the planned area; evidentiary materials proving the lawful formalities of land used for construction if land use is involved; environmental protection assessment report and approval document provided according to the requirements of related department; and other approval documents. If the aforesaid legality materials are not obtained when the customers apply for loan, they shall provide description about the handling status and the plan for obtaining such legality materials;
• For projects with governmental investment used, customers shall provide the approval document on agreeing with project initialization from an eligible department, the feasibility study report from a qualified institution, and related written reply document; for projects requiring governmental approval, customers shall provide the approval document from an eligible department, and the feasibility study report from a qualified institution; and for other projects (to be put on records), customers shall provide the feasibility study report from a qualified institution. In addition, for the investment projects to be examined and approved by competent department, customers shall provide the document of approval from this competent department.
• Plan for proper preparation of self financing and certificate of invested funds;
• Other documentary evidences and materials required by ABC.
3. To apply for the loan for rural urbanization projects with advance payment, customers shall submit the following materials:
• Materials regulated in the above clause;
• Overall planning for urban development or special scene design approved by the People's Government of over prefecture-level city level (included);
• Written commitment of repayment provided by government department, and the resolution on financial repayment budget examined and approved by the same-level People's Congress (or NPC Standing Committee).
